Mr. Sambath Chhoun is the Co-Founder and Deputy CEO of Capital Energy Co., Ltd., and Chief Executive Officer of Universal Capital Co., Ltd., a premier project consultancy and financial management firm.
He brings over 30 years of distinguished professional expertise spanning financial management, corporate strategy, procurement, administration and large-scale project execution.
Following his leadership in international development — including serving as Country Director for the Asian Development Bank (ADB) and World Bank-supported Greater Mekong Subregion (GMS) Tourism Strategy Project — he transitioned into high-level public service. He serves as an Advisor to the Chairman of the Senate of Cambodia, holding the prominent, government-recognised rank of Secretary of State.
His career includes over 15 years of dedicated service within the United Nations system in Cambodia, where he developed his skill in financial and budgetary management, culminating in his tenure as National Professional Administration Officer. His expertise in institutional planning, database initiatives, monitoring and evaluation has been vital to local and international initiatives focused on rural development, tourism strategy and poverty alleviation.
